The app you bought carries on working exactly as it did. It does not expire, degrade or lock your data. You simply stop receiving new versions.
There is no per-customer server cost to vary, so there is no honest reason for the price to differ by where you happen to open the app. One price, one currency, everywhere.
A licence covers the machines you personally work on. It does not cover giving a copy to somebody else, which is what a second licence is for.
