Because they are gamed the moment they are reported upward. Velocity becomes a target, estimates inflate to meet it, and the number stops describing anything.
That happens faster when the agile tool is separate: the board is maintained for the ceremony, the real work happens elsewhere, and the metrics describe the board rather than the project.
Sprints draw from the same backlog and the same tasks as everything else. Velocity is completed estimate over completed sprints; burndown is remaining work against remaining days. Both compute from the tasks rather than a parallel record.
A sprint that pulls work from a client project shows in that project's plan and its margin, because it is the same work.
