Informational: they want to know something. Navigational: they want a specific site. Commercial: they are comparing options. Transactional: they are ready to act.
A query does not announce which it is. "Project management software" is commercial; "what is project management" is informational; a page that confuses them ranks for neither.
Search the term and look at what ranks. If the first page is all comparison articles, that is what the engine has decided the query means, and a product page will not displace them.
This is more reliable than any classification you can reason your way to, because it reflects what the engine actually observed people wanting.

Sometimes, where the results page is mixed. It is harder to do well.
A thorough page in the wrong format loses to a mediocre one in the right one.
