A bug without steps is a rumour. Close it or complete it.
The allowed words. Keeping this short is the whole trick.

Severity is how bad it is. Priority is when you will do it. They are not the same column.
Because "it used to work" is the most expensive sentence in a bug report, and a version number settles it in seconds.
